[Geotiff] libgeotiff-1.2.3 ignores datarootdir

Taurnil,

Prefix handling has been corrected since the 1.2.3 release in CVS.  I'll
try and push out a new libgeotiff release with the latest EPSG tables, and
the prefix fix in the coming weeks.
