[Geotiff] Time for a new release?

Triggered by the Jeff's post on the proj list about a new release, I'm
posing the same question here.

It's been almost two years since the release of GeoTIFF 1.4.1 and a
number of bugfixes and the EPSG update to 8.8 have been committed since.

Having these changes released would be great in my opinion to have them
included in the next Debian stable release (for which transition can
still be done before November 5th).

Is it time for a new GeoTIFF release too?
