[Geotiff] download.osgeo.org is DOWN and bug reporting URL does not work

Hello,

https://trac.osgeo.org/geotiff/ says that download URL for libgeotiff
is http://download.osgeo.org/geotiff/ but it does not work. Bug
reporting URL is https://trac.osgeo.org/geotiff/geotiff/newticket but
it fails with "No handler matched request to /geotiff/newticket"
error. Can you fix it, please?
