I'm not sure I see the value in this.  Is there not a way to access variable substitution through 
php_mapscript already?  If not, it seems it would be more efficient to expose the mapserver API that does 
this rather than do this in tile.php.  I'd prefer to see tile.php stay as lean as possible and this seems 
expensive to me (without looking that closely)

I'll check on the php_mapscript variable substitution thing with Assefa
