variable subsitutions are available only for mapserver cgi
(http://mapserver.gis.umn.edu/docs/howto/runsub). It can easily be done in
Mapscript as shown in this bug.

 I do not think that exposing it through mapscript will change anything. I think
it is more of a question on how things should work. Withoiut fully understanding
the benefits, I tend to agree with Paul that tile.php should remain as lean as
possible.
