slight change to proposal:

info tools can be activated and deactivated.  info tools are added to aInfoTools
when they are activated and removed when they are deactivated.

This was necessary because of the architecture of kaTool.

It has the bonus side effect of allowing a UI component to be used to turn
on/off info tools such as mouse tracking.
