my proposal is to add a new event, KAMAP_METAEXTENTS_CHANGED that gets triggered in checkWrap if 
the tiles get wrapped in any direction and also on scale change.

There would also be a new getMetaExtents function that would return the current extents of all loaded 
tiles rather than just the viewport.  The event handler would be passed the new extents as a convenience.
