implemented in cvs.  Use:

myKaMap.registerForEvent(KAMAP_METAEXTENTS_CHANGED, myMetaExtentsChanged);

function myMetaExtentsChange( eventID, extents ) {
}

meta extents are the geographic extents of the loaded tiles.
