[ka-Map-users] Legend layers reordering

Dear community this is my Christmas present to all of you:

You'll need to zoom to see more layers and play with the Up or Down  
button of each group in the legend.


It's integrated with Andrea's system for faster layer managing  
onScaleChange.
It's already in the CVS.


I've tested with Firefox and Safari.
Please test on IE for me.
