It appears bugzilla is down or at least the link to it on the web page is. 

Here is a fix for the toolbar size problem In IE 6.  The FORM tag always
does a line break so even thought the height of the div is set to 27 IE does
not size properly.

If you set the display style to inline the sizing works properly.
