[ka-Map-users] drag&drop layers order

Lorenzo,

I like it.  I was thinking of doing something like this recently.  I  
am currently working on adding support into the core _map/_layer/ 
_kaMap object structure to make layer re-ordering work easily.   
Hopefully we can hook up the drag/drop re-ordering to that stuff when  
I am done.
