[ka-Map-users] PNG transparency in IE - some conclusions

I think these changes should be merged to CVS. They only affect layers
with "imageformat = alpha", so I don't expect any regressions.
Paul, what do you think?
Pedro, how do you change the layer opacity? Through the map file?
