As far as I'm aware the backend tile.php has not changed significantly
in CVS -- if it has, there is a copy of tile.php that works with
OpenLayers (combining tile.php and config.php into one file) as tile.txt
in the examples/ dir of the OpenLayers distribution.

Paul, has the tile.php changed its behavior in a way that OpenLayers
would need to adjust to?
