the idea of skin dirs is good but I think premature.
To many things should be rewrote to do this.
In my opinion this things (as localization) should be done after  
we'll arrive at a stable API.

this first directory tree revision is a way to go in that direction  
but users will still need to edit all CSS files (and some JS) to do a  
real personalization.
