[ka-Map-users] Proposal to add access control to ka-map

I would like to add access control in ka-Map, so that different layers 
(groups) may be made visible depending on who is visiting a given site. 
The same access control mechanism could be extended later on to control 
access to other things like enabling/disabling buttons in the tool bar, etc.

I have documented the addition in bug 1512 and would like some feedback 
before adding it to CVS (if Paul supports the addition):
