maybe you already know this precache how to:

Anyway I think that if you want to use precache.php it would be  
better to download everything from the CVS.
it works fine to me (updated yesterday):

try one with just shapes or geotiff (native support in mapserver) so  
you don't need to use GDAL.
Maybe 2 or 3 groups, just to test.
Don't use force_redraw (or what else) in metadata.
Do it simple.
