[ka-Map-users] partials off for symbols?

Is it possible to prevent SYMBOLS from partially drawing? I get these 
freeway shield symbols getting lopped off and showing up as little funny 
things on certain tiles.

I have already put PARTIALS FALSE in all of the label object sections...
