[ka-Map-users] kamap query

figured out that issue, I think -- the TEMPLATE attribute was set, so that wasn't it, but I read in the init.php file that metadata that some information may be ignored if it's not in the FIRST layer -- 
* The per-map configuration comes from config.php.  The per-layer
 * configuration comes from metadata in the map file.  Metadata is
 * read from the first layer in a group.  Metadata on other layers in
 * the same group is ignored.
 
Not sure what "a group" is, but I tried adding "queryable" "true" to the metadata in the FIRST gmap75 layer, even though it's not PARKS, and sure enough, that made the PARKS layer queryable. It doesn't actually show the correct values in fields, but it does query and report that it found 1 result so that's progress...

	one quirk of MapServer is that you have to add a TEMPLATE attribute 
	to layers that you want to be queryable.  The value of attribute 
	doesn't have to point to a real HTML file, it just has to be there.  
	Typically, we add:

	You may also need to add DUMP true (but that is only needed for XML
