[ka-Map-users] Label collision between layers

I've ran into this exact problem.  Even though I've set the mapfile to
not cache the labels layer, I still experience labels getting chopped
off at the tile boundaries.  And my labels are the last item to be
drawn.

A compromise on this approach would be to have one layer with all the
labels for all the layers as Mathew wrote, but to not cache that layer
so that you could always show only labels for the layers that are
displayed.  I am not exactly sure in kamap how this could be
implemented, but this would give you the speedy cachey goodness for the
basemaps and then it would just take a bit for the labels to show up.
