have you defined the Legend Object?

something like:
 LEGEND
    OUTLINECOLOR 0 0 0
    STATUS on
    KEYSIZE 40 10
    KEYSPACING 20 15
    TRANSPARENT on
 END
    
that's the one we use in the online example.
