[ka-Map-users] Raster image - base map is not displayed

not sure about you problem
a possible hint:

use
    "imageformat" "jpeg"
in layer's metadata to be sure it will be drawn as jpg.

in any case your file doesn't seem to be that big (660, 655), am I wrong?
