ka-Map was born to avoid such a kind of problem: once the cache is done
the client will access only the tiles it needs to see the zoom level
it's navigating. With the default configuration there will be not a
second access to raw data.
you can maybe face perfomance problems creating the cache (see precache
stuff); to avoid this kind of problems see tileindex for mapserver [1]
