Never mind- I figured it out.  Use a Legend block in the .map file.

I would like to change the background color of the Ka-Map legend image.


I am able to change colors of legend titles, window color, etc, through
the style sheets.  What I'd like to do is change the color of the white
background where the legend symbols are displayed.  Where can this be
adjusted?
