This was happening because the jtree php_util directory was not included in the Makefile used to 
build chameleon distributions, even though it is in the cvs chameleon/htdocs/common directory. I 
have updated the makefile, but the distributed versions of chameleon will have to be rebuilt to 
reflect this change.

In the meantime, a workaround is to check out php_utils from cvs and manually copy jtree from 
there to chameleon/htdocs/common
