Format options are related to Outputformat objects like Metadata are related to Layers. To add a 
format option, you use the "Create New Object" menu and add one. It will then be displayed in the 
Outputformat object under the Format Options: heading.

This behaviour is by design, so I am changing this to an enhancement request. Please outline an 
alternative user interface.
