This was happening because the mapscript failed to load the mapfile so no extents were available. The 
failure occurred because of an assumption about the file browser root path made in converting the 
mapfile name from absolute to relative in the build_phtml code. I added code to handle conditions 
where the file browser root and the mapfile root weren't the same path. Should be ok, but only tested 
on the Mac so far.
