Update on this.

I have corrected the items specified in this bug :
 -NAME should be Name
-ogc namespace is not used in the Filter
-the sequences of some XML elements are wrong

 The generated document does not still validate with XML spy. There is at 
least one problem with one of the scemas 
(http://schemas.opengis.net/filter/1.0.0/expr.xsd). Here is a refernece to
