[maplab-users] wmsparse.exe and allow_call_time_pass_reference

Hello all,

There was a problem on Windows with the file wmsparse.exe used in MapBrowser
when adding WMS servers, and it has been fixed in the 2.0rc3-dev version at:
http://www2.dmsolutions.ca/webtools/maplab/maplab_dl.html.  If you do not want
to upgrade to the rc3-dev version, download the file from
http://www2.dmsolutions.ca/netbin/wmsparse.zip and overwrite the file in
/maplab/common/wmsparse/win32.

The 2.0rc3-dev version also eliminates having to enable
allow_call_time_pass_reference in php.
