[maplab-users] Maplab configuration

Two things:

1. error reporting looks like it's not getting set properly, otherwise 
you wouldn't get the Notice for undefined variable, index, etc.  Not too 
sure how you can check this but perhaps someone on the list has an idea?

2. For MapBrowser, it looks like it is trying to work in DEMO mode.  In 
DEMO mode, MapBrowser creates a directory in the <maplab2rc3>/data 
directory for each user session.  This directory (data) must be 
writeable for the web server user.
