Hi There,

 From your message, It seems that you are on a wondows platform. Some
files in the Proj libaraires need to be compiled for a win32 platform.
If tou need precompiled binaries, there is on our download site a proj4
libarary built for windows that you can use
(http://www2.dmsolutions.ca/mapserver/dl/proj4_win32.zip).
