Hmm.  Another good reference for you is the MapServer Raster howto 
(http://mapserver.gis.umn.edu/doc46/raster-howto.html).

Check the "Supported Formats" section of the doc to see that your image 
type is supported by your build of MapServer/GDAL.

Other than that I would follow the howto instructions, it is a very good 
document.
