Make sure you have specified the correct path to the 
'pmc_pcmc_centerline' shapefile.  Look at the SHAPEPATH in the MAP 
object (http://mapserver.gis.umn.edu/doc44/mapfile-reference.html#map).

This looks like a common error.  You might also want to try searching 
the mapserver list archives if you're still stuck 
(http://mapserver.gis.umn.edu/support.html).
