[maplab-users] 1.5.2 issue

This should have been sent to the Chameleon list, or ms4w, but that's ok.

The ms4w readme has a good section for troubleshooting this 
(http://www.maptools.org/ms4w/index.phtml?page=README_INSTALL.html#d-troubleshooting). 
  See the first 2, on loading the dll.
