[mapserver-users] WINNT + PROJ question

Hi all,
I'm having a problem with PROJ on WINNT.  Here is the configuration:

MapServer version 3.5.1 (development) OUTPUT=GIF OUTPUT=PNG OUTPUT=JPEG OUTPUT=WBMP SUPPORTS=PROJ SUPPORTS=TTF SUPPORTS=WMS_SERVER SUPPORTS=WMS_CLIENT INPUT=EPPL7 INPUT=POSTGIS INPUT=OGR INPUT=GDAL INPUT=SHAPEFILE

I am getting the error:
msProcessProjection(): Projection library error. no system list, errno: 289940991 

Anybody know what this means and how to fix it?
