You can get a PHP MapScript 3.6.3 DLL for PHP 4.2.3 at
http://www2.dmsolutions.ca/mapserver/dl/mapserver-3.6.3-win32-php4.2.3-libwww.zip

You can also browse that directory to find out the other versions that
are available (http://www2.dmsolutions.ca/mapserver/dl/)
