Seems like you're compiling the 3.7dev source (or the
mapserver-3.6.0-beta1.tar.gz which was 3.7-dev by mistake)... please try
this again with the official 3.6 release source:
  http://mapserver.gis.umn.edu/dist/mapserver-3.6.0.tar.gz
