I'm assuming you are using Windows. If not, disregard this message.
This happens on Windows if you didn't download the secondary package and
install the appropriate files into your C:\WINNT\SYSTEM32 (or other system
directory depending on your OS).
Go to the Win32 Binaries page,
http://mapserver.gis.umn.edu/win32binaries.html. If you downloaded one of
the first two links it mentions you also need libwww_dll.zip, and if you
downloaded one of the next two links you need ms35_libs.zip. These are the
"secondary packages" I am talking about.

Subject: [mapserver-users] Mapsever 3.6, CGI Error
Hi All,
Using mapserver 3.5 and WMS version 1.1.0 my mapping application works
great. However, when I tried to upgrade to Mapserver version 3.6, I got the
following error when I tried to generate a map.
"CGI Error The specified CGI application misbehaved by not returning a
complete set of HTTP headers. The headers it did return are:"
I am assuming that the WMS url calls should be no different. Perhaps there
are changes that I should make to the mapfile.
Any help on this matter would be greatly appreciated.
Thanks,
Natasha
