Only on windows. The ECW Software Development Kit (SDK) which provides the 
interface to ECW images is not available on any other platforms. You must 
compile mapserver to use GDAL for image handling, and GDAL must be compiled 
with ECW support.  Compiled windows binaries are available from:

My personal experience is that mapserver/ECW works very well for grayscale 
images, but I found the rendering of color images a little below par.
