AFAIK this was fixed in 4.0 but not in 3.6.x.  If you want to patch your 
3.6.x then you could do a
    cvs diff -r 1.70 -r 1.71 mapscript/php3/php_mapscript.c
to find out the changes and then re-apply them to your 3.6.x source.
