[Mapserver-users] WIKI addition - Projections How-To (for Windows)

I've added a page to the WIKI detailing how to go about setting up PROJ4 on
a Windows box. There's a link on the front page called ProjectionsHOWTO.

Note that if anyone knows the syntax / procedure for compiling PROJ4 on
windows using the free Borland compiler or Cygwin, those might be nice
additions. Edit away.
