[Mapserver-users] How do I make a ploygon layer transparent

I amtrying to layer two ploygons and have one as the base and the other
on top. The base is a set of counties and the top layer are townships.
Since both are ploygon, they block each other so I see a portion of
both.  I tried putting in the mapfile TRANSPARENT TRUE but it did not
work.
