[Mapserver-users] software to create shape from vector graphics

[Caffeinate The World]

What I'd like to do is have an app that load in a shape file and let me
draw on top of that reference layer to create my own layer of polygons
or points. What would you recommend for such an app and what's the
estimated cost?
