[Mapserver-users] Layer question

I remember seeing documented somewhere that there layers are displayed
in a certain format.. i.e. first in/first out?  I cannot seem to find
this documentation anywhere...

My problem is that I am wanting to display point data on top of a
"raster" layer, i.e. city locations over urban areas.  I am using java
if that makes a difference...
