There are a few parameters in the LABEL object to control which labels
will show up, and the minimum distance between them, etc.  Have a look
at the label object section in
http://mapserver.gis.umn.edu/doc35/mapfile-reference.html

Of special interest are:

 - BUFFER
 - MINDISTANCE
 - MINFEATURESIZE
 - FORCE
 - PARTIALS
