[Mapserver-users] legend.exe

I'll start with the obvious. Are layers on? Do classes have names?
Without those a legend can't be built...

I am having a problem getting legend.exe from version 3.6.3 to create
a
legend.  The map file I am using works fine.  The LEGEND section I am
using
in the map file is:
	LEGEND
  	    KEYSIZE 18 12
	    LABEL
	    TYPE BITMAP
	      SIZE MEDIUM
		COLOR 0 0 89
	    END
	    STATUS ON
	END

When I run legend.exe, I just get a white image that is  33 pixels wide
by 5
high whether I set a gif or png as the output file.
