Are you using a recent build of MapServer and GDAL?  There was an
infinite loop problem in the TAB driver in OGR that was fixed a few
months ago (last fall I think).  This may well be what you are running
into.  I would suggest that you upgrade to a build based on the latest
GDAL 1.1.8
