Perhaps try POSITION CC. With POSITION AUTO, MapServer tries to make a
best guess as to which position relative to the calculated polygon
center would be best to avoid collisions with other labels, etc.  It
would seem that this is not what you want, forcing POSITION CC may be
closer to what you are looking for.
