This is a sort of "catch all" error issued by IIS when the CGI app you are trying to run doesn't work for some reason. Usually you've forgotten some minor detail in the setup. Check the following:

- Did you tell IIS to give execute permisions on the CGI-BIN (or SCRIPTS) directory?
- Likewise, if you made a CGI-BIN directory, does the default user under IIS have access to it? (EVERYONE-FULL CONTROL doesn't work... I think you have to SPECIFICALLY designate the IIS user as having access)?
- There are some dll's that need to be installed either in the SCRIPTS directory, or, preferably, in WINNT/System32. These should have come with the distribution... if not they are available on the site.

Also, search the archives on the error... this issue comes up a lot... and should probably be in the WIKI - I'll try to put something in there.
