Contrary to what most people say, I think that perl is easy to learn.
Reading the code afterwards poses the real problem ;)

Knowledge of Perl will likely make you more flexible because it is
widely used in system administration and general scripting as well,
while PHP is the most common choice for web applications (at least it
appears to me that way).

In the end, it's a question of personal taste. I usually recommend to go
to a bookstore, ask the shop person there for what they think is the
best book covering each language, and then buy the one that appears
nicer to them.

This only works with a shop person with clue of course ;)

If all this is sorted, mapscript is alike in either language.
