This is a good start, it is the main OGR site.
http://gdal.velocet.ca/projects/opengis/

OGR is bundled with GDAL.  Writing Arc/Info coverages is NOT supported,
though with a couple more utilities you may be able to do what you want,
I'd use avcimport/avcexport from:
